The federal government says a report on the 16.2 billion dollar schools buildings program
released today is proof the stimulus package has been a great success.
Tertiary Education, Skills, Jobs and Workplace Relations Minister CHRIS EVANS says
the independent report released by the Building the Education Revolution taskforce shows
only three per cent of schools involved in the program had complained.
Senator EVANS says they weren't going to have eight thousand construction projects
without getting complaints .. and while some have been resolved quite easily .. some are
more serious.
Taskforce head BRAD ORGILL has criticised the NSW government's management .. saying
its building projects were the most expensive.
In Victoria .. less than a quarter of projects have been completed .. with the majority
of complaints about delays and value for money.

SYDNEY, Dec 29 AAP - Reregulating the labour market sets the nation up for trouble,
The Australian says in its editorial today.
The world is not out of the economic woods yet and Australia's jaunty pace could still
be stopped by a collapse in Chinese export demand.
While state intervention assisted the recovery through the year, it is private sector
investment, especially in the energy export sector, that will restore growth and pay the
taxes needed to reduce government debt.
Australia adapted to the downturn thanks to the bipartisan labour market reforms of
the past 20 years. Without the flexibility that came with the end of the old award system,
we would have seen a desperate increase in the jobless rate, the newspaper says.
"But by re-establishing an industrial system where wages can be centrally set and unions
are able to bargain across all industries, the government is now ending the system that
helped keep us out of trouble.
"In 2009, Australia did better than anybody anticipated 12 months ago because of the
market based reforms of the past 20 years. Without them, the next slump will be more severe."
Melbourne's The Age says the lessons of crisis and need for reform must not be ignored.
In February, the Reserve Bank was so alarmed by Australia's vulnerability to the global
financial crisis that it slashed interest rates by a full percentage point, followed by
a further cut in April, while the government shovelled stimulatory cash at consumers.
"Three rate rises later, Australia ends 2009 having endured only one quarter of negative
economic growth - that of December 2008," the newspaper says.
"The sharemarket has rebounded beyond the hopes of the bravest speculators, giving
back almost half the losses of the crisis in the steepest rise in household wealth since
records began 21 years ago."
Brisbane's The Courier-Mail says the climate change debate looks set to dominate much
of the agenda in the coming election year.
Opposition Leader Tony Abbott promises by February to have a policy that eschews any
market mechanism and is built on direct action. Prime Minister Kevin Rudd will announce,
by the end of January, carbon emission targets he will adopt, and plans to reintroduce
his emissions trading scheme (ETS) bills with amendments in early February.
Mr Rudd faces significant challenges. He has to make his national broadband network
more of a reality and spell out a response to Treasury boss Ken Henry's major tax review.
The biggest unfinished reform is health and hospitals. Mr Rudd seems unprepared to
push through state-based changes, set up a national funding body or take over public hospitals.
He can't dodge this issue much longer, the newspaper says.
"The reinvigorated opposition under Mr Abbott ... promises to deliver a real fight.
This in itself is worth having because good government only comes with strong, credible
and vocal opposition. Mr Rudd and Mr Abbott have to prove in the coming months that they
are worthy of the public's trust."
The Sydney Morning Herald says China's political development stands rather stunted,
as evidenced by the jailing of writer Liu Xiaobo, his furtive trial and the Christmas
Day announcement of his sentence.
Liu helped draw up Charter '08, a manifesto for political liberalisation, and posted
it on the internet a year ago. More than 10,000 Chinese citizens have signed it, but Liu
alone has been punished.
He was found guilty of "incitement to subvert state power" after a two-hour, secret
trial, and jailed 11 years.
The signatories, in commenting on China's future, have exercised rights supposedly
guaranteed by the constitution.
"The Chinese Communist Party is creating the rigidity that has been fatal to so many
previous Chinese dynasties.
"As it has been with uprisings in Tibet and Xinjiang, it will be constantly surprised
by conflict and protest as economic change, education and new media lead the Chinese to
expect much more than it has to offer."
Sydney's The Daily Telegraph says the NSW road toll surpassed last year's total even
before the shocking events near Batemans Bay late on Monday.
Police say they have maintained the same rigour that brought us a record low toll in
2008, yet the deaths mount. Puzzlingly, Victoria is on target for its lowest ever road
toll.
"This is a time for horror at the appalling carnage on our roads that claims, even
in our very best years, about one life per day, every single day," the newspaper says.
"It's time for further examination of roads themselves. Local residents and state authorities
have long been aware that stretches of the Princes Highway, scene of yesterday's crash,
are dangerous."
Melbourne's Herald Sun says of all the needless fatalities on Victoria's roads this
year, the death of an unborn baby as 2009 draws to a close is particularly disturbing.
The mother's heartbreak will, no doubt, be shared keenly by every family touched by
the trauma of road tragedy, he newspaper says.
"With only three days of the year remaining, police are desperately trying to keep
Victoria's annual road deaths tally below 300.
"But their valiant efforts are being eroded by thousands of law-breaking drivers who
persist in ignoring speed, mobile phone and seatbelt regulations."

Authorities will find out tomorrow if there's an outbreak of Hendra virus .. with 12
tests on horses coming in.
It comes after a horse died from the virus at the J4S stud at Cawarral .. in Central
Queensland .. on August 8.
The Department of Primary Industries says tests from one horse from the stud will be
released tomorrow.
Meanwhile .. results will also be in for another 11 horses that stayed at the stud
.. but moved to other properties in Queensland and New South Wales before a quarantine
order was issued.

MELBOURNE, Dec 3 AAP - A rare Harley Davidson motorcycle - one of only two of its kind
in Australia - has been stolen from a bayside Melbourne home.
The $38,000 pearl white 2001 Harley Davidson Heritage Soft-Tail motorcycle was among
items stolen from three chain-link fenced storage areas below an apartment block on Beach
Road, Black Rock, sometime between 10pm (AEDT) on Monday and 7.30am on Tuesday, police
said.
It was stolen along with other items including motorbike and mountain bike paraphernalia.
"It appears the thieves knew what they were looking for when they forced entry through
the front security gate," police said.
"Police are confident that neighbours would have heard the Harley had it been started
and have been told the vehicles are very key-specific and difficult to hot-wire.
"They are investigating the possibility that the thieves may have had a tray truck
with a lift-platform to steal the 400kg Harley or that there was a large group to pick
up the motorbike."
The motorcycle's registration is AB-888.

Police in Victoria are still hunting a man who gunned down a mother-of-two .. after
she told him she wanted to end their relationship.
TRACEY GREENBURY's father says she told him .. the suspected killer kept her hostage
for two hours and held a gun to her head last week .. when she told him it was all over.
The manhunt's now extended nationally for the man .. aged in his 60s .. who shot Ms
GREENBURY yesterday after she fled from her Frankston home in Melbourne's south.
Police believe he's now driving a 1992 white Mazda ute with a white canopy and the
number plates ETM150.
They've confirmed he has an extensive .. violent criminal history.
The man's about six-foot tall with a solid build .. grey hair and was wearing a blue
parachute jacket when last seen.

Qld: Two charged after pursuit on the Gold Coast
Police say a drunk driver in a stolen car has led officers on a pursuit through Surfers
Paradise on the Gold Coast overnight.
They say the officers spotted the car travelling at high speed without headlights on
the Gold Coast Highway .. about 11.25 (AEST) last night.
After a check allegedly revealed the vehicle was stolen .. they gave chase .. and eventually
used tyre spikes to bring the car to a halt.
The 31-year-old driver from Paradise Point has been charged with dangerous operation
of a motor vehicle .. unlawful use of a motor vehicle .. drink driving and evading police.
A 21-year-old passenger from Labrador has been charged with unlawful use of a motor vehicle.
Both will appear in the Southport Magistrates Court today.

CANBERRA, Aug 19 AAP - Treasurer Peter Costello has declined to criticise federal Labor
leader Kevin Rudd for visiting a strip club during an official trip to the United States.
Mr Rudd has admitted visiting a New York strip club during a drunken night while representing
Australia at the United Nations.
New York Post editor Col Allan and Northern Territory Labor MP Warren Snowdon accompanied
Mr Rudd to a Manhattan "gentlemen's club", Scores, in September 2003, News Ltd reported.
Mr Costello said he did not want to comment on the issue, saying it was a matter for Mr Rudd.
But he said he had not been to the strip club.
"No, I can honestly say that neither have I been there, nor has Col ever suggested
that to me," Mr Costello told the Ten Network today.
"I find when I'm in America on official business they pack your program pretty full.
I don't think that you get much time for that kind of activity."
Mr Rudd issued a statement to News Ltd yesterday, confirming he went to the club but
could not recall the events of the evening because he "had too much to drink".
"If my behaviour caused any offence to anybody whatsoever that evening I, of course,
wholeheartedly apologise," he said.
At the time, he was the shadow foreign affairs minister and travelled to New York at
taxpayers' expense.

Vic: Court gives Gunns lawsuit go-ahead

MELBOURNE, April 3 AAP - Green campaigners opposed to logging activities in Tasmania
are facing an uphill battle after timber giant Gunns was given the go-ahead to proceed
with a lawsuit against them.
Victoria's Supreme Court lifted a stay of proceedings imposed last August, clearing
the way for the company to sue 14 environmentalists over their anti-logging protests.
Gunns first launched legal action against 20 environmental groups or individuals -
including two Green party politicians - in December 2004, citing their ongoing damaging
campaigns and other activities against the company.
But the Victorian Supreme Court threw out the original statement of claim, as well
as two subsequent attempts to sue the protesters.
Today, Greens leader Bob Brown warned the case could stretch on for several more years,
exacting a heavy toll on the defendants.
"The saga with this court action against good-hearted environmentalists trying to defend
Australia's great forests and wildlife goes on," Senator Brown told reporters.
"It is a traumatic episode for all the environmentalists involved and it is going to
be an immense burden on them, both on their ability to get on with their lives and on
their wellbeing."
Justice Bernard Bongiorno said Gunns had capitulated in its bid to sue Senator Brown,
Tasmanian Greens leader Peg Putt and four other defendants.
But he gave the go-ahead for the company to continue with a revised statement of claim
against 14 remaining defendants, which campaigners fear could ultimately cost them hundreds
of thousands of dollars.
"The manifest unfairness of this process - as Gunns continues to maraud, to cut down,
burn and create havoc with both the wildlife and the great forests of Tasmania - continues,"
Senator Brown said.
"Gunns should be in the dock, along with (Tasmanian premier) Paul Lennon and (Prime
Minister) John Howard, not those who defend the forests - logging of much of Tasmania's
forests is illegal.
"But instead of the logging industry being arraigned, it is those who want to uphold
our national environment legislation who are in court."
Gunns was ordered to pay the costs of the six defendants, while the 14 remaining campaigners
were told to file their defence statements by May 4.
A spokeswoman for Gunns said the company would not comment because it was a legal matter
which was now before the courts.

Qld: "Heavy night" followed by knifepoint robbery
BRISBANE, Dec 2 AAP - A man sleeping off a heavy night in a friend's Gold Coast garden
has been robbed at knifepoint.
The 26-year-old was woken in Pine Ridge Road, Coombabah, by two young men at about
4am (AEST) today.
They offered him a lift and, once in the car, told the man that they were "undercover cops".
One of the men threatened the man with a knife and demanded that he write down his
pin number so that they could withdraw money from his bank account.
The man gave them the pin number, his wallet and mobile phone and was driven to an
ATM at nearby Labrador Park Shopping Centre.
He managed to escape before they arrived at the shopping centre.
The offenders are described as caucasians of medium build and in their mid 20s.
The car was a medium-sized sedan.

WA: Rose recovering and ready to face trial

PERTH, April 26 AAP - Perth socialite Rose Porteous is slowly recovering from an "incredibly
tough" few months but keen to defend charges of fraudulently altering a prescription,
says her lawyer.
The widow of mining magnate Lang Hancock will go to trial in the Perth Magistrate's
Court on October 16, accused of altering a prescription for the drug Hypnovel last June.
Her lawyer Shane Brennan suggested the date in the court today, three months after
an undisclosed illness prevented Ms Porteous from appearing at her January 30 trial.
However, outside the court Mr Brennan could not guarantee his flamboyant client would
be well enough in October to turn up for her two-day hearing.
"I'm instructed that she's slowly recovering but it's her wish that the matter be resolved
and go to trial," Mr Brennan told reporters.
Two weeks after she failed to appear at her January trial, Ms Porteous was photographed
at a charity shoe auction in Sydney, where she reportedly announced: "I wear out my shoes
like I wear out my men".
But she was too sick to attend a rescheduled court date in March, when Mr Brennan presented
the magistrate with a letter from his client's psychiatrist saying Ms Porteous was suffering
from a suspected "brain stroke".
Outside the court in Perth today, Mr Brennan would not comment further on his client's
"brain stroke".
"I don't have any further material other than what was tendered to the court last time," he said.
But when asked if Ms Porteous had had a tough time, he said: "Incredibly, yes, she's
genuinely ill".
Earlier in court today, Mr Brennan told Registrar Warren Southwell that Ms Porteous
needed more than one day to defend the charges against her.
"There's convoluted medical evidence for a start," the lawyer said.
Mr Southwell asked Mr Brennan to notify the court in advance if Ms Porteous' health
broke down - so the dates could be used for another trial.
Mr Brennan said he had been unable to give early warning before the January trial.
"Unfortunately the state of my client's illness was not apparent until close to the
trial date," Mr Brennan said.

Indo-Chinese Mythology
The Sre people envision a world of many levels with the earth in the middle. Ndu was helped in the creation by the spirit Bung, who brought up plants from the lower worlds through a hole. For the Jorai, the earth is like a basket within another upside down basket that is the sky. Adei is king of the sky. The people emerged into the earth from a lower world, also by way of a small hole. Students of Native mythology of the American Southwest will note the likeness of this myth to the emergence creation myths typical of this area.
In the Jörai mythology, humans and animals conversed in ancient times and humans could fly. There was no death, and humans were like yang. It was only when men abused their paradise that Adei left them and they had to work to live. The Sre say that Ndu offered humans the water of immortality but that they found the water too cold and therefore only dipped their hands and feet and hair in it. So it is that people die but their hair and nails keep growing.
The Austrasians have a flood (see Flood) myth in which we are told that the only survivors of the deluge were a brother and sister who protected themselves in a drum. These two became the first human ancestors. Among the Austronesian tribes, it is a mother and son who survive. In both cases it is incest that becomes the basis for new life. As incest is taboo, sacrifices are necessary to purify what is essentially a flawed existence from which Ndu/Adei remains aloof and in which animals and humans are no longer in direct communication. All of the indigenous people of the Indo-Chinese region await an apocalypse or “cold darkness” at some future time.
There are many Austrasian and Austronesian myths in which the connection between the world of the yang and that of humans is reestablished by beings who take animal form or by spirits sent down to earth in human form. In one story the sun attracts a young man to the upper world by sending a spirit in the form of a beautiful woman to seduce him. In other stories a particular species of monkey is thought to be a remaining link between heavenly beings and earthly ones.
Shamanism (see Shamanism) is important in indigenous IndoChina. Shamans, like mythic heroes such as Drit, have the ability to take flight, to voyage in dreams between the worlds and to the ends of the earth. The shaman can use his dream voyage to confront tormentors of the sick in the other world and thus to achieve cures.

Corporate Office Properties Trust (NYSE: OFC) announced today that its Board of Trustees has declared a regular dividend of $0.18 per Common Share of beneficial interest for the second quarter 1999.

Appraisal of classification schemes and their effectiveness in organizing law collections in Nigerian Law faculties.(Report)
Introduction
A law library is an organized collection\information sources to meet the needs of the legal profession and legal information needs of the legal public. Examples of law library are libraries found in court houses, Ministries of Justice, law firms or chambers, faculties of law, etc. A law library is crucial to legal practice and administration of justice because law is a specialized and very technical discipline. Hence, a law library is to legal practitioners, and judicial officers what instruments are to technologist, and apparatus to scientists. In order to accomplish these roles, the library performs the traditional functions of collection development, organization, retrieval and dissemination of legal and related information sources.
Two issues are crucial to the efficiency of law libraries. These issues are collection development, and organization of the collection. Collection development involves selection and acquisition of information sources which translate into collections of a library. Collections of law libraries are the bedrocks of all the services they can offer and determinant of the extent to which such services can be provided. These collections can be categorized into three, primary sources, secondary sources, and finding tools or tertiary sources.
Primary sources are the information sources containing law, they are books of law rather than books on law. Examples are Constitutions, Laws, Acts, Decrees, Edicts, Gazettes, Law reports i.e courts and appellate court decisions, regulations and ruling of administrative agencies. Secondary sources are information sources about law which are not themselves sources of legal authority. They vary widely in quality, form and authority.
Although they lack legal authority in a formal sense, some may have a persuasive influence in the process of law-making by virtue of the recognized prestige of their authors or quality of their scholarship.
Examples are journals, textbooks, treatises, commentaries, restatements and other periodicals. Finding tools or tertiary sources of legal information are means of locating the primary sources of legal information. They provide access to large body of law, great number of decisions and statutes issued over time. This facilitates effective operations of the doctrine of precedents because judge and legal practitioners can have access to decided cases relevant to a particular case or problem. Examples are digests of decisions, citators, encyclopedia, phase books, annotated statutory compilations, loose leaf services, and indexes.
Collections of a law library must be reasonably good and diverse. Such collections must include all the categories of information sources mentioned above, and available in both print and non print form. Legal information sources in non-print form are available in databases such as LEXIS-NEXIS, LAWTEL, and the INTERNET. FLICK (1997) notes that:
Most of legal resources on the Internet are designed for judges, lawyers, law students and researchers.

Organization of collections available in a law library facilitate easy access and retrieval of the information sources. There must be prior organization of the acquired information sources in order to provide access to them when they are needed by the users. Among the means of having access to collections of a law library are registers, bibliographies, and catalogues. These tools provide detail bibliographic information on each of the items in the library, and how they can be retrieved. The processes involved in organizing the resources of a law library is called cataloguing and classification.
Cataloguing deals with physical description of information source called bibliographic descriptions and allocation of subject headings to the information source using Standard Subject Heading List (sear's or LC). Classification on the other hand deals with assigning codes or notation representing the subject of an information source. Classification deals with determination of the subject of an information source and allocation of notation by which that information is shelved in the library. Ama (2003) described classification as
The systematic arrangement of library collections on the shelves. All documents on a subject and are related ones are brought together from the general to the specific.
Classification is crucial to the determination of placement of an information source in a library and where it is placed on the shelf. The extent to which a library collection are catalogued and classified is a factor of easy retrieval and access to the collections. Thus, the focus of this discourse is on examining Classification Schemes and their effectiveness in organizing law collections in Nigerian Law Faculties. Specifically, Common Classification Schemes, Dewey Decimal Classification (DDC), Library of Congress (LC) and Moy's Classification Scheme for law books will be examined.
Classification Schemes
Classification involves systematic grouping of information sources by subject contents and translation of the subjects into codes of ordinal numbers. These numbers represent definite subjects and serve as abbreviation for the name of the subjects they represents. The codes are called "call number" or "class mark"
Classification facilitates the following in law libraries:
* Purposeful arrangement and retrieval of information sources.
* Proper replacement of consulted information sources on the shelves.
* Display of information sources on different disciplines at a glance.
To classify an information source, the classifier first establishes the main subject of the publication. This is checked with the subject heading in use by the Library. The classifier then checks the index of the classification scheme for the appropriate classification number. The number obtained from the index is confirmed from the schedule.
Classification schemes are the main tool in classifying information sources. They are publications containing systematically listed terms or notations representing discipline and sub-disciplines. They aim at assisting Librarians to organize Library resources, and the users in locating desired information sources easily and quickly. A typical classification scheme is in three parts, schedule, notation, and index.
The schedule contain the list of all the main classes and sub-classes of the scheme; the notation is a sign or symbol in a definite order representing disciplines, and subjects listed in the schedule; and the Index is an alphabetical list of subject terms in the schedule with their corresponding notation. Index provides quick access to the schedule.
There are several classification schemes in use worldwide. Popular ones among them are:
* BLISS Bibliographic Classification (BC)
* Bernard Classification Scheme (BCS)
* Colon Classification (CC)
* Dewey Decimal Classification (DDC)
* Library of Congress Classification (LC)
* Moy's Classification Scheme for Law Books (MC)
* Universal Decimal Classification (UDC)
Each of these schemes except Bernard Classification Scheme, have provisions for law collections and related disciplines. However, this discourse will focus on three schemes that are readily available in Nigeria. These are Dewey Decimal Classification (DDC), Library of Congress (LC) and Moy's Classification Scheme (MC). Special attention will be placed on their treatment of law collections.
A. Dewey, Decimal Classification Scheme (DDC)
This scheme was developed by the American librarian Melvil Dewey. DDC is structured hierarchically; it proceeds from the general to the specific. It arranges knowledge into 10 broad classes. Each main class is divided into 10 divisions, and each division is further divided into 10 sub-divisions until all the subject terms have been specified. Arrangement of classes in DDC is based on disciplines rather than subjects. The main feature of DDC are:
* The use of pure Arabic numerals in notation; it has pure notation.
* The use of decimal to specify subject terms that is specific. Arabic numerals and decimal allow indefinite expansion of the classes.
* The scheme is compact. It is available in four volumes.
* --Availability of mnemonic devices that facilitate easy recall of classification number. DDC employs three minimum digits to the left of the decimal.
* Availability of relative index to the diverse materials in the schedule.
DDC treated law as a division, in the social science discipline. It provides class mark of 340-349 for law collections. These class marks are:

Although DDC treated law as a division of social sciences, and allocates ten classes to it, the scheme can be deemed good enough for law collections because it allows for expansion through number building to meet specific subjects in law. The availability of auxiliary tables in the scheme also add to its suitability for law collections. The tables are:

LC was developed out of the desire to fashion out a scheme that will be peculiar and adequately suit the collection of the library of congress in the United States of America. It is a scheme rooted in literary warrant i.e. the existing collections of the Library of Congress. The scheme divided the entire spectrum of knowledge into 26 classes and a class for general works. The classes in the scheme are published in separate schedules. These classes are designated with symbols or notation by letters of Alphabets A-Z, (without letters I, O, W, X, Y,) and Arabic numerals; this is referred to as mixed notation. Each class schedule has a synopsis that provides guidance to classifiers. The scheme start from general knowledge to the specific, and theoretical aspect to practical aspects of subjects.

A cursory look at the coverage of law by LC reveals detailness and indept coverage. The main class 'K', published in a separate schedule treats all subjects in Law (Advocacy, Banking, Equity, Conflicts etc). The subclass K treats the Laws of various continents, regions, and countries of the world. As such, LC treatment of law can be considered adequate. The classes are expansive, the use of cutter number, and form Division Tables guarantee specificity for information sources being classified. Furthermore, wide acceptability of the scheme provide benefits of resources sharing, cooperative classification, and Union catalogue.
C. Moys classification Scheme
Moys classification scheme for law books was devised based in part on existing Classification Schemes, LC and DDC to express the unique characters of law collections and their categories. The scheme was written by Elizabeth Moys as a thesis to substitute the missing class K for law materials in the Library of Congress Classification, and to improve on the provisions for Law Collections by Dewey Decimal Classification.
Moys incorporates both enumerative number building concepts of LC and faceted theory of DDC. The scheme adopted a different way of organizing legal materials due to the difficulty associated with mixing primary and secondary law collections. The scheme organized law collections into primary law, secondary law, law reference and law journals.
LC and DDC keep jurisdiction of various countries strictly separated, usually arranged by continent. Moys treat the countries whose legal systems are based almost entirely on the common law (England, Ireland, Canada, Australia, New Zealand, United States etc.) as part of one legal system and all other jurisdictions as separate legal systems. Within each legal system, materials and divided into primary sources arranged by form: Legislation, Law reports, etc; and secondary sources arranged by subject.

Notation and Index
Moys scheme has two complete alternative system of notation: Library of Congress-style (K) and 340, decimal-style system. This style of notation provides opportunity for law libraries to choose either of the notations, and still enjoy the benefits of the scheme.
The scheme has a subject index to the schedule. The index is both specific and relative. Specific index gives only topics while relative index gives topics with their interrelations with topics. The index of the scheme is referred to as "Index-thesaurus", because it combines the quality of thesaurus with index. The thesaurus terms used in the index are:

Appraisal of DDC, LC and Moys, in relation to Classification of Law Collections
The three schemes discussed in this discourse made provision for law collections. DDC provision is planned, articulated and futuristic, unlike LC that was based on the existing collections of a Library. LC scheme is published in separate schedules by subject and despite several reviews, some parts are not yet complete. For example Class K for Law (Aina 2003). The class was first published in the year 1960. Moys scheme was developed to provide for the shortcoming arising from the treatment of law collections by DDC and LC.
Law Collections comprise legal information sources that are dynamic, frequently published, and in serial forms, because law is regarded as a growing discipline. A classification that recognize the peculiarity of the nature of the law collection is Moys. While other schemes treat legal publications from subject perspectives, Moys organizes law collections by their nature and jurisdiction that is primary sources, secondary sources, and Law Reference and Law Journals. This approach facilitates easy access to Law and legal publications of a country needed by the users. In Nigeria's case, the scheme provides an appendix on legal information sources emanating from Nigerian States, from independence to date.
Presentation of Classification Schemes determines their respective ease of use. DDC is presented in four volumes with separate index; LC is published in separate schedules, about 47 schedules. (Each schedule has its relative index). Moys is available in a one-volume publication, its introductory matters, schedule, Tables, index of Jurisdictions, Index-Thesaurus are published in one volume. This presentation make the scheme easy to use in classifying legal information sources. The scheme is more compact than DDC and LC.
The notations of Moys are more Unique as it combines the notation method of LC with that of DDC. The scheme provides the notation of an information source by LC on the left hand side and by DDC on the right handside. For example,

This provision provides opportunity for law libraries to choose from the two notation methods. In the case of academic law libraries, it permits integration with other classification scheme used in organizing other resources of the institution.
Specialized classification scheme facilitates consortium building among special libraries. As such, libraries that intends entering into a consortium will only do so with libraries using the same classification scheme. This will ensure that once a publication has been classified by any member of the consortium, there will be no need by any of the cooperating libraries to repeat the classification whenever it acquires such (Nwalo 2006). Moys Scheme has been adopted as Classification Scheme for law Worldwide. Many academic law libraries in Nigeria are using the scheme to organize their resources.
Availability and affordability of Classification Scheme is a factor in determining the choice of a Classification Scheme. Affordability has to do with the ability of a law library to acquire the Scheme, and availability has to do with the ease of acquiring it. Out of the three schemes, DDC is the most affordable and available in Nigeria. A set of DDC is available in Nigerian market for a sum of NI 20,000.00 only, and the scheme is widely used. LC is available in some bookshops on order from the Library of Congress in the USA. The cost is very prohibitive and beyond the reach of many libraries in Nigeria. A Library that can not afford one can make photocopies from the Nigerian Institute of Advanced Legal Studies (NIALS), Lagos, or can go into cooperation with the NIALS Library. From the issues raised above, we can conclude that the three schemes are relatively suitable and convenient for law collections but, Moys is more suitable than the other two due to some inherent qualities it has over them.
Conclusion
The roles of classification schemes in effective organisatioin of law collections is crucial. They are the basis of class numbers of information sources, that form essential component of bibliographic data that facilitate access to the collection of a law library. In addition, classification schemes facilitate: Shelf arrangement of information sources in helpful manner. This saves users time in the search for right resources in law library collection.

YouTube clip spurs police probe; Web video shows LAPD officer punching man in face during arrest.(Main)

LOS ANGELES - An FBI investigation prompted by video footage of a man being punched repeatedly in the face by police has demonstrated anew the power of the Internet sensation of the year, YouTube.com.
In addition to being a monumental time-waster around the office, YouTube could also become a tool for keeping police honest, some say.
This week, a clip on the post-it-yourself video Web site triggered a police-brutality investigation by the FBI. The footage shows the Aug. 11 arrest of alleged gang member William Cardenas, 24. Two Los Angeles officers can be seen holding him down on a Hollywood street; one punches him several times in the face before they are able to handcuff him.
The Los Angeles Police Department also is investigating the officers' conduct.
Police Chief William J. Bratton said he found the video to be "disturbing," but stressed that the 20-second clip amounts to only a fraction of what transpired.
In fact, on Friday, the Los Angeles Times reported that a Superior Court commissioner viewed the video nearly two months ago, heard the officers' testimony and concluded that their conduct was "more than reasonable" because Cardenas was resisting.
Cop Watch LA, a police watchdog group, posted the video on YouTube, said organizer Joaquin Cienfuegos. Cienfuegos said the video was shot by a neighbor of Cardenas with a cellphone camera. The neighbor gave it to Cardenas' family, who then gave it to Cop Watch, according to Cienfuegos.
In recent months, videos posted on YouTube have rocked political campaigns, brought fame - or infamy - to previously unknown talents and cast unwanted attention on the gaffes of the famous. YouTube and similar video sites are also increasingly becoming repositories for videos that purport to detail wrongdoing by police.
Such amateur clips help cast a spotlight on police wrongdoing that could otherwise go unre ported, said Ramona Ripston, executive director of the ACLU of Southern California.
"Unless we throw light onto activities of government, all activities, you never find out what happened," Ripston said. "This video is an example."
Police said Cardenas had been wanted on charges of receiving stolen property. In an arrest report obtained by The Associated Press, the officers said they tried to arrest Cardenas after spotting him on the sidewalk, but Cardenas ran.
The officers caught up to him, tripped him and swarmed over him to apply handcuffs, the report said. In their report, they admitted hitting him repeatedly in the face, saying that he was resisting and that they feared he might grab one of their guns.
Cardenas suffered cuts and bruises on his arms, leg and face, and received stitches on an eyelid. His attorney, B. Kwaku Dur en, accused the officers of using excessive force.
As of Friday, the clip had received more than 155,000 views on YouTube. It was posted on Oct. 18.
A search on YouTube for the terms "police brutality" found more than 500 videos, including ones that claim to show police violence in the U.S. and as far away as Egypt and Hungary. A search of Google's video site also yielded hundreds of videos.
In response to the surge in amateur videos, some law enforcement agencies have installed cameras in squad cars to protect officers against false allegations.
Police defense attorney John Barnett said the public shouldn't draw conclusions when watching the clip of Cardenas' arrest. Barnett represented one of the officers in the 1991 Rodney King beating and an Inglewood police officer, Jeremy Morse, who was videotaped roughing up a 16-year-old male. Two juries deadlocked in Morse's case, and four officers were acquitted in the King trial, touching off riots in Los Angeles.
"It's very difficult to find jurors who haven't already come to a conclusion," Barnett said. "The public has the perception of what the facts are, but you have to figure out a way to get them back to square one."
Legal observers said the public has become somewhat desensitized to questionable police tactics caught on tape because such videos have become more prevalent since the King beating. In many cases, officers have been exonerated.
"The first reaction by people is one of outrage," said Eugene O'Donnell, a professor of police studies at the John Jay College of Criminal Justice in New York City. "But the more you see police officers using force on tape, the more you get used to it."
